  • POLICY AND INSTITUTIONAL EXPERT (M/F)


    POSITION:

    - Facilitate institutional and policy reforms and provide support to sector institutions (federal and states)

    - Facilitate the adoption of integrated water resources management approach/principles in water resources management in the FMWR and in the States

    - Develop, facilitate and supervise the implementation of the National M&E Action Plan.

    - Provide administrative and advisory support to the project the steering committees

    - Facilitate capacity building/skills of counterpart staff in the project implementation and recipient agencies through training, mentoring and coaching.

    - Draft ToRs for short-term assignments as needed by the project.

    - Reporting and project monitoring.



    PROFILE:

    - University degree at Masters degree level in Policy Studies, Economics, Development Studies, Engineering or other related fields.

    - Proficiency in English language is a requirement.

    - A minimum of 8 years post qualification experience is required

    Specific professional experience:

    - At least 5 years experience in water-related projects including institutional and policy reforms in developing countries;

    - Experience with integrated water resources management principles and establishment of M&E systems in the water and sanitation sector;

    - Experience with governance, accountability, civil society (including media and private sector) and gender issues related to the water and sanitation sector in developing countries. Knowledge of EDF regulations and procedures will be an advantage.

  • TEAM COORDINATOR - POLICY AND INSTITUTIONAL EXPERT (M/F)


    POSITION:

      - Responsible for project management and coordination of the Consultant team at the federal level and in the six States.

      - Liaison between the Consultant's team and the Contracting Authority, PIAs and EU Delegation.

      - Facilitate institutional and policy reforms in the FMWR and provide support for implementation of agreed policies

      - Responsible for the preparation of ToRs for short-term assignments as needed by the project at federal and State levels

      - Reporting and project monitoring

      - Liaise and coordinate with the project governance bodies at the federal level and in the six States as well as with UNICEF and other development partners in the water and sanitation sector in Nigeria.



    PROFILE:

      - At least a Masters degree in Policy Studies, Economics, Development Studies, Engineering or other related fields.

      - Proficiency in English language is a requirement.

      - A minimum of 15 years post qualification experience is required

    Specific professional experience:

      - At least 10 years experience in managing large and complex development projects at international level, preferably in water-related projects including institutional and policy reforms in developing countries;

      - Experience with political economy, governance and accountability issues associated with water and sanitation provision in developing countries;

      - Experience with development of WSS policies and legislation.. Knowledge of EDF regulations and procedures will be an advantage.

  • Water and Sanitation Experts (M/F)
    Responsibilities
    Design and supervise baseline studies in small towns;
    Design and facilitate the conduct of environmental impact assessment in urban and small towns;
    Facilitate and participate in the participatory planning for small towns' water supply. Prepare reports of the process;
    Design and supervise surveys such as topographic and hydro-geological surveys;
    Design of water supply facilities in urban and small towns and facilitate supervision of construction works;
    Draft ToRs for studies and surveys (for detailed studies of urban water works, gender and water, customer enumeration, willingness to pay etc ;
    Facilitate the implementation of Community Led Total Sanitation (CLTS) approach in small towns
    Develop and supervise the establishment of community/LGAs/State based M&E systems and their integration with the National M&E system;
    Data collection and report preparation; and Facilitate capacity building activities for planning, designs, surveys, procurement, etc within the Project Implementing Agencies and Project Recipient Agencies.

    Profile:
    University degree or equivalent in Civil/Water Engineering, hydrogeology or other related fields.
    A minimum of 8 years of professional experience in implementation of water supply and sanitation projects in Nigeria.
    Proficient in English.

    Specific Professional Experience:
    Experience in design and implementation of baseline studies, preferably in the water and sanitation or health sector to generate data for eventual monitoring and evaluation;
    Proven experience in the design, construction and supervision of water supply and sanitation projects in urban/semi-urban areas (small towns);
    Experience with design and execution of environmental impact assessment for water and sanitation projects in urban and small towns;
    Experience with iterative and participatory planning methodology for community-based water supply and sanitation projects; and
    Experience with implementation ot Community Led Total Sanitation approach.

    Contract And Application Details:
    The Contract Duration is 20 months with an expected starting date of January 2013. The above positions will be available across a number of states in Nigeria.
