    Objectives
    Within the COO’s office, the Quality Assurance and Results Department (ORQR) seeks to improve the quality and the development impact of the Bank’s operations. Within ORQR, the Compliance and Safeguards Division (ORQR 3) core mandate is to promote sustainable development through assessment and monitoring of compliance with environmental and social safeguard policy requirements for Bank Group operations to support the Bank’s policies and strategies, including the 10-Year  Strategy.

    Duties and responsibilities

    The Principal Green Growth Officer will provide guidance to staff and RMCs on the current environmental and social policy instruments (CSS, ISS, ESA, ESMP and IRP) that can serve green growth and sustainable development drive.

    Support the Bank’s capacity building initiatives/efforts on green growth fir staff and countries’ transitioning towards green growth development pathways;
    Coordinate the Divisions work on policy-oriented analysis on green growth strategies, policy options and choices across countries and regions in Africa;
    Support the Divisions work on developing best practice and evaluation systems on green growth policies, programs and initiatives in RMCs as it relates to the overall work of the department;
    Contribute to the production of knowledge products on green growth policy and strategy frameworks as the Bank seeks to implement the Long Term Strategy (2013-2013);
    Support the Bank’s work on post Rio+20 processes and sustainable development goals, global initiatives on green growth as a policy framework to operationalize sustainable development;
    Assist in managing partnerships and networking initiatives (including resource mobilization) with multilateral, bilateral and other development agencies at international, regional and national level to advance the green growth agenda through participation in relevant conferences, workshops and international meetings;
    Provide leadership to Task Managers, Consultants and RMC staff on climate change adaptation issues.


    Selection Criteria

    Including desirable skills, knowledge and experience

    A minimum of Master’s degree or its equivalent qualification in Environmental Sciences, Development Economics and/or Social Sciences.
    A minimum of six (6) years’ relevant,  progressively responsible experience in a related field. In particular, experience with international or multilateral development organizations such as the UN and the MDBs is preferable.
    Proven experience on environmental and social policy instruments that can serve green growth and sustainable development drive as well as providing guidance on policy approaches and procedures for climate change mitigation systems through NAMAs.
    Proven ability to highlight choices and policy options for countries when making decisions on green growth and sustainable development pathways.
    Superior written and verbal communication skills in English or French with a working knowledge of the other language.
    Competence in the use of the Microsoft standard software (Word, Excel, Access, PowerPoint, MS Project); Knowledge of SAP preferred.

    Objectives

    Under the supervision of Division Manager, ORQR.3, the incumbent will perform the following:

    Lead the Bank’s efforts to ensure compliance with its environmental and social safeguards policies;
    Coordinate the development of Management response on safeguards related complaints;
    Identify cross-cutting policy  and advocacy issues as well as raise decision-maker awareness and understanding of critical priority development issues of the Bank;
    Liaise with other MDBs and MFIs to regularly identify best practices that could inform the update of the Bank’s policies and strategies on safeguards;
    In collaboration with the Chief Safeguards Policy Officer, identify levers to position the Bank as a key player in regional and international fora;
    Support Financial Intermediaries in the development of their Environmental and Social Management Systems ;
    Support Bank’s Operational Staff in the implementation of the Bank’s Safeguards Policies
    Provide leadership, coordinate and assist in developing and implementing long-term strategy for a successful engagement/partnership for the Bank’s global and regional advocacy work with International Non-Governmental-Organizations (INGOs);
    Lead the process to ensure the accreditation of the Bank’s Environmental and Social safeguards Officers.


    Selection Criteria

    A minimum of Master’s degree or its equivalent qualification in Environment Sciences, Engineering, Development Economics or Social Sciences;
    A minimum of 7 years (for PL-3) and 6 years’ (for PL-4) relevant, progressively responsible experience in a related field. In particular, experience with civil society organizations and private sector association, international or multilateral development organizations such as the UN and the MDBs is preferable;
    Proven experience in development and implementation of safeguards policies is required; demonstrated expertise in policy formulation, program management and coordination ; be conversant with the current environmental and social compliance key issues, programs, policies and approaches; Experience on safeguards in the private sector would be an added advantage.
    Excellent writing, organizational skills and prioritization of the work program, meeting deadlines, conducting several activities while simultaneously coordinating the work of others;
    Sound aptitude in working effectively in a multicultural environment and with the other partners (internally and externally);
    Superior written and verbal communication skills in English or French with a working knowledge of the other language.
    Demonstrated ability to think strategically and synthesis complex issues.

    Objectives
    The role of the Complex Communications/Outreach Expert (CCE) is to enhance the lending and non-lending work of OSVP within and outside the Bank. In collaboration with the Bank’s External Relations and Communications Unit (ERCU) and OSVP Sector Departments (SDs), the CCE will conceptualize, plan and implement outreach and communications strategies targeting other Bank departments, Governments, Civil Society Organizations (CSOs), the private sector, think tanks, media, etc.  S/he will provide support to sector operations and ensure that all OSVP outputs are aligned to the Bank’s corporate communications priorities and strategies. The Complex Communications/Outreach Expert will report to the Vice President.

    Duties and responsibilities
    Under the supervision of the VP, the CCE has the following core responsibilities:

    Design and implement OSVP Communication strategy, in line with the Bank’s TYS and Communication Strategy.  
    Prepare communication briefing notes, speeches, and press releases for the Vice president.
    Produce and disseminate outreach materials to key internal and external audiences that promote the strategic and timely flow of information and key messages on OSVP lending and non-lending work.
    Ensure implementation of the ToRs of the OSVP Communications Working Group (CWG).
    Advise the Vice President and SDs on trends, news developments, public opinions, or changing/unexpected circumstances that may impact the Complex’s work and help determine appropriate strategic responses to address them.
    Assist and/or represent the Vice President and SDs in meetings relating to communications and partnerships.
    Assist to identify projects that require special and/or regular communications interventions and determine the types of communications interventions that will best support these projects and coordinate with sectors to work on them.
    Collaborate with government officials, and/or international development institutions in the organization of activities, as well as advocacy and exchange of information to ensure a positive image of the Bank and its deliverables.
    Undertake or carry out any other assignment assigned by the OSVP Vice Presidency.

    At least a Master’s degree in Journalism, Communication or equivalent related field.
    At least 7 years of professional experience as a communication expert, in particular on development issues.
    Proven record of achievements in development/project communications, with a focus on results, as well as in partnerships and outreach.
    Sound knowledge of development issues in Africa, in particular human development, governance, agriculture, food security, climate change and gender.
    Demonstrated political awareness and ability to diplomatically handle sensitive situations with target audiences.
    Ability to problem-solve and do relevant research and analysis.
    Demonstrated ability to be part of a fast-paced team.
    Proven ability to design and implement communication strategies and outreach materials.
    Strong interpersonal skills and ability to work effectively with internal/external partners in a multicultural environment.
