    About this job

    Act as the focus and point of contact for the Contractor Site Representative on the vessel
    Organize day to day work on the vessel in coordination with the Contractor Vessel Site Representative
    Follow the progress of the work performed from the vessel and perform schedule monitoring along with the progress
    Ensure the right level of quality on the vessel and work with Contractor to achieve project requirement with regards to QA
    Ensure that the level of supervision of the activities performed on and from the vessel is sufficient to meet project specifications requirements
    Enforce daily meetings and weekly progress meetings with Contractor onboard and maintain regular communication with Contractor Vessel Site Representative
    Evaluate technical and work execution issues on the vessel with Contractor and contribute to their resolution at the vessel level whenever possible
    Enforce the Contract on the vessel and promptly report to above level any deviation for further decision to be taken
    Maintain at vessel perimeter an updated register of all queries and approved and non approved waivers and ensure proper dispatch within COMPANY Organization
    Maintain at vessel perimeter an updated register of all deviations and non conformances and develop them into a punch list of items to be resolved
    Enforce sufficient reporting process for the activities performed on and from the vessel to allow decision making process to be done at the appropriate level within COMPANY organization in accordance with applicable Delegation Of Authority (DOA).
    Report any issue to Lead Installation Engineer/Offshore Operation Supervisor and maintain regular and efficient information to him
    Participate in clarification and responses to Contractor queries and requests for waivers issued for the activities performed on the vessel in accordance with project procedures
    Ensure proper liaison with the rest of the DW PJC organization to guaranty adequate coordination within the team for offshore activities. Particular attention will be paid to liaise on a regular basis and as needed with the HSE Engineer and the SIMOPS Coordinators on the FPSO.
    Ensure that activities performed on site in the project perimeter fulfil project HSE requirements
    Report any incident as per Company and Project rules
    Implement with Contractor Site Representative any Risk Assessment of Service Safety Analysis as required by COMPANY HSE procedures
    Ensure the preparation of SIMOPS procedures offshore with the support of the SIMOPS Coordinator
    Act as RSESD (Responsible Safety & Environment on Site Delegate) on the Deep Water field reporting in particular to the Field RSES
    Act as RSESD in charge of SIMOPS implementation and supervision with drilling units
    Ensure that COMPANY requirements are achieved at each phase of installation and carefully highlight/report to the hierarchy any shortcomings that may appear before vessel demobilisation
    Offshore Site Representative will act as RSES (Delegate) and get involved in permit to work system as required by HSE Company rules, in particular during SIMOPS on the installation SITE
    The main objectives are set as follows:

    Ensure a rigorous supervision of sub-sea construction and survey works from a support vessel; reliable reporting, sound anticipation in vessel preparation works.

    Communicate about all technical interfaces and logistic issues linked to the vessel activities
    The Service holder will be involved into the following activities with his responsibilities :

    Ensure/verify that CONTRACTOR and SUB-CONTRACTORS constantly meet the standards set by COMPANY HSE objectives
    Maintain a proactive HSE attitude in all working areas in line with COMPANY published standards (Wear adequate PPE, report (but in a positive way) anyone caught performing an unsafe act…) and comply with COMPANY requirements in terms of HSE training
    Promote any Safety Bulletins issued from with Client’sGroup for awareness within CONTRACTOR organisation
    Follow up any analysis process of reported unsafe act, ensure close out and transmissions of the lessons learned

    Define Vessel delivery plan in line with operational requirements
    Monitor CONTRACTOR progress against published plan ensure plans are updated on a weekly basis
    Communicate slippage to Lead Subsea Installation Engineer/Offshore Operations Supervisor and other relevant entities such that impact can be fully assessed and monitored. Instigate, as appropriate, and review CONTRACTOR’s recovery plan
    Review & sign minutes of meeting. Verify that actions are transferred to Action Register. Monitor Action Register to ensure that actions are relevant to OIMR vessel work is followed up and closed out within agreed times
    Manage inspection and certification activities
    The Company Representative reports directly to the Lead Subsea Installation Engineer/Offshore Operations Supervisor and his reporting duties include:

    Attend Vessel engineering kick off and safety meetings as and when required
    Issue COMPANY Daily Progress Reports (DPR)
    Attend Safety Audits as required
    Attend COMPANY / CONTRACTOR weekly progress meeting (dependent on Offshore operational needs)
    Skills and working behavior:

    Chartered or company trained Engineer, Technical Diploma holder with good experience in subsea operations (Drilling/Completions and Installations) :

    Sound background in Oil and Gas industry as an Installation specialist
    Particular experience of Sub-sea system and of simultaneous operations in Oil Production environment
    Good communication and Co-ordination skills, team oriented
    Fluent in English language, good ability in reporting and electronic files handling.

    The job holder is responsible for and accountable:
    •    Consolidating, control and coordinating all the planning related to Interfaces and interface deliverables associated to all project contracts.
    •    Ensuring that all package activities related to interfaces are correctly planned and performed throughout the whole project duration in accordance with the initial plan.
    •    Focusing on the package schedule and identification at all times any area of concern related to interfaces (critical path, clashes, early start).
    •    Ensuring availability at all times of updated and accurate package interface scheduling, planning and progress reporting documentation.
    •    Handle interface reporting from packages to the central organization of the project

    In particular the job holder will

    •    Elaborate, update and revise the interface schedules and interface deliverables registers.
    •    Elaborate and revise the package planning addressing interfaces progress measurement procedures and documents.
    •    Follow closely the activities and interrogate the contractor planning engineer(s) on the interface subjects.
    •    Monitor closely the contractor’s execution schedule and progress reports on all subjects affecting interfaces.
    •    Feedback to contractor on the areas of concern and active contribution to eventual recovery planning activities.
    •    Check and comment on the contractor’s procedures, schedules and methodology for interface deliverables.
    •    Provide assistance to the Interface & Manager and Package Interface Leaders for all matters related to the interface planning & progress reporting as well as analyses and simulations of new schedules with impact on interface deliverables.

    •    Provide detailed and accurate interface monthly progress reporting to be incorporated into the monthly project report.
    •    Prepare weekly and monthly interface package reports and handle their distribution.
    •    Assist Planning Leader for integration of Interface Deliverables schedule into overall project integrated schedule
    •    Support the Freight Forward contractor Leader in planning duly in advance the collection, shipping, custom clearance and delivery of Company items to the receiving contractor.

    The work will be carried in Nigeria with contractors working in various locations inside and potentially outside Nigeria.
    The job holder will be resident at the PMT office in Lagos during the detailed engineering, construction and installation phases.

    About 40 Call For Tender (CFT) packages are involved, for which execution phase activities affecting interfaces among packages need to be planned and monitored.

    Reports directly to the Interface Manager.
    The job holder is accountable for implementing the interface planning to the Packages including preparing, monitoring, updating and re-forecasting the interface planning schedules for all project activities.

    Moreover, he is accountable for keeping updated the interface registers and the Company items delivery terms register.


    HND in engineering that relates to industry at large and preferably to Petroleum industry activities (Mechanical, Process or Civil Engineering preferred); certified copy of diploma with grade shall be provided; his education will have been complemented by professional training during his past professional experience.
    The job holder will have at least 8 years of experience in the industry (although preferably with practice of Oil & Gas industry for offshore and relating to the context of large international subsea projects) including experience as project or site planner, including possibly construction / fabrication site experience). Strong technical, analytical and interpersonal skills required.

    Very good knowledge of Project Planning practices.
    Very good knowledge of PRIMAVERA (version 6), MS Project.
    Excellent command of written and spoken English; good communication skills.

    About this job
    The scope of the job comprises the contract management of the Package main contract. Other contracts may also be added to the scope of the job from time to time as directed by the Project Control Manager / Project Head of contract (pending project phase).

    Pre-Contract – (up to contract award)
    The job holder is directly responsible for the contractual and administration aspects of the Main Contract (and any other contracts that may be directly assigned) call for tender. In doing this, the job holder will be required to:
    •    Administer the tendering process to ensure the “due process” is respected and timely progress is achieved, including preparation and issuance of communication documentation with Tenderers, organisation of tender clarification meetings, organisation of tender correspondence and filing, etc
    •    Liaise with the relevant Engineer in Charge on technical issues to ensure that these are adequately incorporated into the final draft contract;
    •    Liaise with the Project Team members who are responsible for the relationship with NAPIMS and NCDMB to ensure these authorities are keep up to date with tender progress and developments, to obtain any necessary attendance at meetings and to obtain all necessary approvals;
    •    Validate eventual Tenderer compliance with Bank Statements, Insurance and Parent Company Guarantee requirements and the likes;
    •    Assist in the preparation of the Technical Recommendation Report and the Recommendation to Award;
    •    Prepare final contract documents and obtain signatures for execution of the contract;
    •    Close out the Pre-contract phase (e.g. storage of tender documentation and correspondence, etc).
    •    To provide a professional contracting service, the job holder must pay particular attention to ensure that project procedures are strictly followed so that no contention can be raised at a later date. The job holder shall also keep the Package Manager and the Project Head of Contracts and Procurement fully appraised of all developments that may impact the successful delivery of the  Package Contracts.

    Post-Contract – (from contract award to contract closeout)
    The job holder is directly responsible for ensuring the Main Contract (and any other contracts that may be directly assigned) is executed in accordance with the agreed contractual terms and conditions and that Company interest is protected at all times. In doing this, the job holder will be required to:
    •    Provide advice to the Company representative on contractual issues, and prepare / validate all contractual correspondence;
    •    Analyse requests for change orders, and prepare / validate change order documents where appropriate;
    •    Ensure all contractual certificates, guarantees, bonds and insurances required under the Contract are in place and in the due time;
    •    Prepare certificates to be issued to Contractor by Company in accordance with the contract;
    •    Coordinate the processing of Contractor’s monthly applications for payment, and verifying invoice submissions;
    •    Liaise with the Project Team members who are responsible for the relationship with NAPIMS and NCDMB to ensure all necessary approvals are obtained for change orders where appropriate;
    •    Prepare contract closeout documentation in line with Company procedures.

    Contracts Database
    The job holder is responsible for maintaining a database which tracks existence and the evolution of contracts, change orders, certificates, approvals and the like during the life of the project for the main Package Contract (and any other Contracts as may be directly assigned).

    The job holder is accountable to ensure relevant procedures are followed, priorities are dealt with and documentation is fully auditable and of the required standard, leaving not contractual matters unattended.

    In-depth contracts experience (minimum 15 years) in the Oil & Gas industry and preferably for deepwater  type Contracts within a client organisation. Good team spirit and open communication skills. Well organised, diligent and proactive. Good technical background will also be beneficial for the position.
