Finance Analyst
Context:

Under the overall supervision of the Chief of Mission (CoM) of IOM Nigeria, and under direct supervision of the Resource Management Officer, the successful candidate will perform treasury functions and assist on financial project monitoring and reporting of the multi-year European Union (EU) – funded IOM Project, “Promoting Better Management of Migration in Nigeria”.

Core functions / responsibilities

Budgeting, Project Monitoring and Reporting
• Assist in preparation of annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget.


• Analyse and report on expenditure and variations within projects. Bring to the attention of the supervisor any relevant financial and budgetary issues on an ongoing basis.

• Provide assistance for the preparation of new budgets with regard to project development, management and reporting to Project Managers and the Chief of Mission.

• Assist in managing financial resources through planning, guiding, monitoring and controlling of the resources in accordance with IOM rules and regulations.

• Assist in the preparation of monthly, quarterly or annual financial reports, including financial reports for the Mission and donors, adhering to established reporting deadlines set by project agreements. 2. Treasury

• Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.

• After obtaining appropriate approvals, effect payments to suppliers and staff members.

• Enter payments, receipts and non-cash vouchers in SAP accounting system.

• Ensure all supporting documentation and signatures are obtained before finalizing vouchers.

• Maintain the Petty Cash account of the Mission.

• Maintain appropriate internal controls to safeguard the assets, control cash and prevent fraud.

• Primary contact with local bank management on routine operational matters including negotiation of exchange rate on currency conversion.

• Assist in preparation of funding requests to HQ and ensure that sufficient funds are available locally;

Grant Management
• Participate in the pre-grant financial assessments of potential partners by reviewing partner financial information for any indications of poor financial management.

• Assist in reviewing proposals from potential partners, making recommendations on: o reasonableness of the proposed budget o actions that need to be undertaken before entering into a grant agreement o requirements that should be incorporated into partners’ grant agreement to manage specific risks.

• Oversee the financial aspect of the successful implementation of grants under the program throughout the lifecycle of each grant – from award to close out

• Ensure administrative and financial compliance of all grants. Train the admin and finance staff of partners as appropriate.
• Ensure that the system for tracking grants and implementation progress is in place.

• Review disbursement requests to ensure that all reporting and compliance requirements and/or pending queries have been satisfied before funds are disbursed
• Ensure that all financial reports submitted by partners are in compliance with the requirements as per grants agreement

• Discuss with partners any financial management weaknesses and, where appropriate, ensuring that action plans are put in place to mitigate them.

General Accounting
• Ensure that all finance activities are performed in accordance with the IOM Financial, Procurement and Accounting Regulations.

• Prepare monthly accounting returns package to be sent to HQ & regional offices.

• Suggest improvements to internal controls to improve operational efficiencies.

• Maintains appropriate financial filing system.

• Maintain files of all financial instructions/guidelines issued as reference for completion of work assignments.

Desirable Qualifications and Experience

a) completed university degree from an accredited academic institution in Accounting, Finance or Business Administration preferably with a professional certification as chartered accountant or certified public accountant; b) Six years of relevant experience in finance, accounting and budgeting; c) excellent level of computer literacy; d) knowledge of IPSAS and SAP highly desirable; e) knowledge of IOM accounting system, software and procedure a distinct advantage.

National Project Officer 
Position Title: National Project Officer

Context:
Under overall supervision and guidance of the Chief of Mission (COM) of IOM Nigeria, under direct supervision of the Program Officer - Immigration Border Management (IBM), and in close collaboration with relevant units at IOM Regional office in Dakar and IOM Headquarters in Geneva, the successful candidate will be responsible for overseeing Reporting and Program Development activities in Nigeria.


Core functions/responsibilities:
1. Independently provide full range of programme/project Reporting, Programme Development and
Monitoring and Evaluation of IOM activities in the Country in close coordination with IOM Lagos and
RO.
2. In close coordination with the RMO and RO respective units, assist the Programme/Project
Manager in monitoring, assessing and evaluation project/programme activities particularly on
administrative, budgetary and financial aspects or operational activities, and in planning new
features that add value to the project’s overall goals.
3. Work with experts, consultants and other project participants to ensure that logistical
arrangements and internal procedures for monitoring and reporting are well understood and
implemented.
4. As required by the mission, help in maintaining liaison with local governmental authorities and
diplomatic donor missions, UN-agencies, international and non-governmental organizations, and
other cooperation entities.
5. Participate in meetings, work sessions and events related to migration matters, as well as
coordinate the activities of the Technical Working Group on Migration.
6. Submit proposals for appropriate responses to developments in the field of migration and
governmental policies affecting IOM activities, as well as for new IOM actions in the Country.
7. Prepare regular and special reports according to IOM and donor formats as required, and update

Communication Assistant
Position Title: Communication Assistant

Context

Under the overall supervision of the Chief of Mission (CoM) of IOM Nigeria, and under direct
supervision of the National Project Officer with the guidance of the Programme Officer-Immigration
Border Management (IBM), the successful candidate will provide specialized assistance in the
production and delivery of information communications products for the multi-year European Union
(EU) – funded IOM Project, “Promoting Better Management of Migration in Nigeria”.

Core functions / responsibilities

1. Manage and update the content of the project website and other social networking accounts
to be launched for this project. Research, compile and present basic information for use in
the preparation and production of communications products/services.
2. Provide inputs for the appropriate medium of communication for the project activities
3. Liaise with media practitioners identified for the purpose of coordinating media coverage of
important events and providing information on the activities the EU/IOM migration project,
in a positive, consistent and credible manner
4. Coordinate implementation activities with IOM’s implementing project partner UNODC
5. Assist the National Project Officer in organizing the meetings of the Project Management
Committee (PMC) and Sector Policy Review Committee (SPRC)
6. Develop appropriate information materials (electronic and paper pamphlets, brochures, etc.)
Including semi-annual or monthly e-newsletter based on identified needs
7. Disseminate the approved project information materials through the appropriate channels

management and familiarity with international standards and EU regulations a plus. d) Knowledge of
social and development issues as well as general migration related issues; e) Strong planning, coordination and IT skills.

Language:

Must have strong communication skills, including good oral and extremely good written English.
