Mannion Daniels Ltd, a UK consulting and project management company (www.manniondaniels.com) is seeking a senior Strategic Planning Advisor for a large, potential DFID-funded Programme
on Maternal, Newborn and Child Health in Nigeria.


Value For Money And Strategic Planning Advisor Role profile

Operating from the central project office, in either Abuja or Kano, the Value for Money and Strategic Planning Advisor will lead the planning function of the project, including ensuring that it provides value for money in all its operations. www.justjobsng.com The Advisor will also provide technical leadership to a team of 6 Strategic Planning Coordinators who are members of the State Teams in the project states, Kano, Kaduna, Katsina, Jigawa, Zamfara and Yobe.

The role will involve the following:

a) Designing and managing a planning and budgeting system for the programme that ensures all outputs are integrated to achieve the programme’s objectives.

b) Coordinating and leading annual programme plan/budget sessions, regular plan/budget updates and supporting State Offices to reflect the programme’s plans in their own operational plans.

c) Ensuring that value for money principles are fully incorporated into the planning and budgeting system at all levels of the programme and that data to demonstrate this is generated, analysed and presented.

d) Designing a results-based programme of technical support to improve planning, budgeting, governance and accountability in support of the programme’s objective to achieve effective and efficient delivery of essential health care for pregnant women, new-borns and children, alongside routine immunisation.

e) Supporting 6 State Planning Coordinators in providing technical assistance to States and LGAs to strengthen health system coordination through improved health sector planning and financing.



Qualifications

The successful applicant for this job will possess:

a) Senior level experience in strategic planning and budgeting in the health sector, preferably in performance/results based planning and budgeting.

b) A thorough understanding of the principles of Value for Money and methodologies for measuring this in the context of a DFID programme.

c) An excellent technical understanding of approaches to delivering responsive maternal, neonatal, and child health services, including immunisation, in Nigeria and/or another African country.

d) Excellent training, management and coaching skills and the ability to interact comfortably with all levels of international and Nigerian staff and consultants.

e) Top class networking and facilitation skills and a successful record of collaboration with government officials and CSOs in Nigeria.

f) A demonstrated ability to operate successfully as a team in a fast-paced international consulting environment.

g) A willingness to travel to rural north-west Nigeria to work at LGA level.

This is a full time position based in a central office.

State Strategic Planning CoordinatorRole Profile

The Strategic Planning Coordinator will be responsible for ensuring State health systems are better planned, budgeted and coordinated to improve their effectiveness and efficiency in providing quality, accessible and affordable MNCH services.

The State Planning Coordinators will have the following responsibilities:

a) Working as part of a team to design and implement a results-based programme of technical support to improve planning, budgeting, governance and accountability in support of the programme’s objective to achieve effective and efficient delivery of essential health care for pregnant women, new-borns and children, alongside routine immunisation.

b) Provide technical assistance to strengthen health system coordination through improved health sector planning, financing and measuring performance.

c) Supporting the State Team Leader and other team members in planning, budgeting and monitoring work plans and budget implementation.


Qualifications

The successful applicant for this job will possess:

a) Excellent networking and facilitation skills and a positive approach to collaboration with government officials and CSOs in Nigeria.

b) Senior level experience in planning and budgeting, preferably in performance/results based planning and budgeting, preferably in the health sector.

c) Experience in working with senior Nigerian government officials and technical cadres to improve capacity and performance.

d) Skills in supporting and supervising junior staff, especially Nigerian consultants, and a good attitude to teamwork in a fast-paced programme environment.

e) A willingness to travel to rural north-west Nigeria to work at LGA level.

f) An excellent grounding in how to deliver responsive maternal, neonatal, and child health services, including immunisation.

This is a full time position based in one of the programme States. Travel will be required from the State capital to LGA / Rural areas.
