Description        
Position Summary: Pact seeks a Gender Advisor for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Gender Advisor is responsible for developing activities and approaches to mainstream gender considerations throughout the program. He/She is expected to lead development of a program gender strategy and integration plan and coordinate closely with other technical staff to ensure that gender considerations of men, women, girls and boys are incorporate in program initiatives.

This position is contingent upon funding.

RESPONSIBILITIES:

•             Under the guidance of the COP, ensure high-quality technical programming through hands-on guidance and support grounded in the program's strategic objectives and adhering to expected technical quality and reporting requirements
•             Collaborate with program management and personnel to integrate gender throughout the program.
•             Draw on international best practices and gender equity principles to inform the implementation of program activities aimed at supporting increased participation of women in the electoral process;.
•             Oversee and coordinate all work related to gender activities including: 1) routine monitoring of program activities, 2) gender analysis, and 3) special studies or reports as needed.
•             Lead development of a program gender strategy and integration plan.
•             Collaborate with local women’s groups, gender-focused organizations and other groups involved in election observation and monitoring
•             Ensure gender impacts and indicators are monitored, analyzed and reported via the M&E system.


QUALIFICATIONS
•             Have a minimum Bachelor’s degree (Master’s degree or PhD preferred) in political science, international affairs, development studies or related field.
•             Minimum Ten (10) years relevant work experience in gender issues or human rights, including experience in democracy and governance issues
•             Have experience and background on human rights based approach to programming and gender equality rights, specifically on issues related to women’s participation in political processes and election observation
•             Demonstrated knowledge of national and international human rights standards and agreements
•             Prior experience in policy advocacy, this includes work with marginalized groups including youth and people living with disabilities
•             In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening.
•             Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals.
•             Must be knowledgeable, tolerant, respectful and sensitive to Nigeria’s culture, including experience working in diverse cultural contexts in Nigeria
•             Nigeria experience mandatory.
•             Specialized Knowledge/Skills: Excellent verbal and written communication skills.
•             Be fluent in English (both written and spoken English); and excellent verbal and written communication.

Description         Position Summary: Pact seeks a Monitoring & Evaluation (M&E) Specialist for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The M&E Specialist will develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. S/he will also conduct supportive supervisory visits to sub-grantees to observe, monitor, provide guidance and quality feedback on the use of data and lead all research activities.

This position is contingent upon funding.

RESPONSIBILITIES:
•             Assist in the design and development of program specific Performance Monitoring Plans as well as Monitoring and Evaluation plans at Pact and partner levels.
•             Responsible for the development of relevant M&E tools, formats and the provision of technical training for Pact's partner staff.
•             Coordinate regular monitoring visits to partners and ensure the production of one consolidated report and agreed action plan for follow up response (inclusive of program, finance, grants).
•             Monitor data collection, collation, storage, analysis and reporting ensuring that data is audit worthy. Where problems exist support partners in the identification of solutions to challenges faced.
•             Monitor data entry process and ensure program is utilizing Pact's database.
•             Responsible for reviewing regular program reports prepared by program staff for submission to USAID.
•             Ensure program staff and senior management are using data collected to make informed and timely decisions related to program implementation
•             Support program staff to implement their learning agenda (baseline, mid-term, final evaluations, etc.)
•             Contribute to program management through ongoing integration of M&E findings into program activities.
•             Oversight of research staff conducting in-depth assessments of program activities.

QUALIFICATIONS:

•             Minimum Bachelor’s degree (Master’s degree or PhD preferred) in any the following or related fields: political science, international development, evaluation research, statistics, and economics.
•             Minimum of five (5) years’ experience in designing, managing and implementing results-based M&E activities, and experience analyzing quantitative and qualitative data.
•             Experience in electoral assistance project preferred
•             Have demonstrated ability to produce substantive and clear reporting documents. This includes demonstrated capacity to work with senior staff to assess and report on program performance
•             Have knowledge and experience with USG grant and contract proposals, regulations and procedures
•             Experience working with an international development organization and knowledge of reporting procedures, best practices, guidelines, and tools for monitoring and evaluation especially impact evaluation.
•             Demonstrated ability to establish and sustain interpersonal and professional relationships with different donors, civil society organizations and host country government counterparts.

Position Summary: Pact seeks a Finance and Administration Manager for an anticipated USAID program in Nigeria to strengthen the capacity of civil society organizations (CSOs) to become integral parts of election activities. The Finance Manager (FM) is responsible for the overall administration and financial operations for the project. The FM is responsible for training and mentoring staff on policies and procedures, donor regulations, new systems, and financial best practices, as well as working closely with the Chief of Party and the Global Finance team in Washington DC to ensure compliance with all donor regulations and effective and proactive management.

This position is contingent upon funding.

RESPONSIBILITIES:

•             Design and implement systems and procedures in compliance with Pact standards, ensuring effective internal controls and minimizing risks for Pact; ensure the accurate and timely implementation of corrective action plans approved by headquarters in response to external or internal audits and other monitoring reviews.
•             Manage all project finances to ensure effective use of resources in order to achieve program objectives in compliance of all donor requirements; ensure financial monitoring systems provide timely and relevant reports to Pact staff, including analysis and tracking of grant commitments (i.e. cash advances), obligations, awards and liquidations, to support efficient accountable implementation
•             Mentor and train relevant staff to ensure that team members have the appropriate skill levels for their positions and are developing to their full capacity; conduct trainings for other personnel as needed to fully educate on efficient, effective financial and internal control systems, budget analysis, as well as policy and procedure awareness and compliance.
•             Help manage all start-up and close-out activities
•             Ensure financial records organization, retention, and security.
•             Oversee the local Security Management Plan and oversee changes to operations to ensure that adequate risk assessment is carried out and required systems and preventative measures are introduced.
•             As applicable, equip appropriate staff to provide technical assistance to local NGOs in the area of financial management and compliance.


Qualifications:

•             Minimum Bachelor’s degree (master’s or PhD preferred) in Accounting, Auditing and Finance, Business Administration options or equivalent and an ACA/ACCA/CPA or other recognized professional accounting qualification.
•             Minimum Ten (10) years relevant work experience in Accounting, Auditing or Financial Business Management (or equivalent).
•             Have a minimum of 5 years of experience in advising/implementing/developing strategic and operational plans and budgets in the field of domestic election observation.
•             Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and non-profit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.
•             Be able to communicate effectively, both verbally and in writing with accounting and non-accounting individuals and have a high proficiency in the use of computer, particularly in Microsoft Excel, Microsoft Word etc. and the ability to use various commercially available accounting software programs.
•             USAID Grants under contracts experience.
•             Previous experience of building or enhancing civil society organization financial management capacity.
•             Be Fluent in English (both written and spoken English) and excellent verbal and written communication skills.

The position will be responsible for providing leadership, management and administrative oversight; supervising senior technical and administrative staff; and ensuring the project is progressing and meeting objectives.

RESPONSIBILITIES/JOB DESCRIPTION: BE AS SPECIFIC AS POSSIBLE
•             Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements
•             Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners
•             Manage all project planning responsibilities, including the production of annual work plans; guide and oversee the alignment of the budget to expected results, and review and approve annual budgets and quarterly reports
•             Ensure the cost-effective use of Pact resources
•             Ensure compliance with HQ and donor requirements, policies and regulations.
•             Act as liaison in coordination efforts with relevant donors and Nigerian authorities

•             Minimum Ten (10) years relevant work experience in the democracy and governance field; minimum of five (5) years of experience with institutional capacity building
•             Have experience in election administration and experience in developing the capacity of host country organization, voter education/observation and electoral legal framework development.
•             Have a proven track record with democracy and governance programming in developing countries; and strong work experience in Africa, preferably Nigeria
•             In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening.
•             Have demonstrated experience with monitoring and evaluation methodology
•             Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals.
•             Experience with USG regulations and implementation of USG funded project activities
•             Proven experience navigating complex and high pressure operating environments;
•             Demonstrated ability to establish and sustain interpersonal and professional relationships with different donors, civil society organizations and host country government counterparts.
